When do the days late start?

The inspection window runs from 90 days before to 31 days after the expiry date (Enforcement Rules Art. 77(2)). Days late count after that.

The law does not say which day is day one. A district office notice (Gangseo-gu, Busan) counts from 31 days after the expiry date, and this page does the same: the day after the window's last day is day 1.

The 31 to 114 days band

The decree says 40,000 won plus 20,000 won for every 3 days beyond, counting from day 31. It gives no worked example of the day each step starts, so this page does not list day-by-day amounts. From day 115 it is 600,000 won.

Notices after the window

The provincial or city governor checks cars past their window and notifies the owner by post or text within 10 days and again within 20 days. The notice states the fine, its legal basis and how to apply for a deferral (Enforcement Rules Art. 77-2).

When the fine can be lower

The authority may cut the amount by up to half, for example when the breach came from a minor mistake. Not if you have unpaid fines (Annex 2, general rule 마).

Extensions and deferrals

If the car was stolen, in an accident, scrapped, seized, or under long repair, the owner can apply to extend the validity or defer the inspection (Enforcement Rules Art. 75). The window then counts from the extended expiry date.

Comprehensive inspection is on the same line

Annex 2 puts the periodic and the comprehensive inspection on one line with the same amounts. The comprehensive inspection window is also 90 days before to 31 days after the expiry date.
